Government budgets arrive one year at a time, so we design each year's work to build on the last without throwing away what was already bought.
Phase 1: foundation
- Cat6 structured cabling, tested and labelled at every point, with as-built drawings. Unlabelled cable becomes a problem the moment the IT person who installed it is transferred.
- Managed core/access switching, with VLANs by department and data classification.
- A server room with UPS, cooling, a locked door and temperature sensors. Many "server rooms" are a storeroom with one household air conditioner, which works until it fails in April.
Phase 2: security
- Next-generation firewall with IPS, web filtering and application control.
- EDR on every endpoint, with centrally managed patching.
- MFA on email and admin systems. Email security to catch messages impersonating a director or another agency.
- Backups in more than one location, with tested restores. Sensitive data stays in-country per agency policy.
- An annual vulnerability assessment, an incident-response plan that says who does what and who gets told, and cyber awareness training for staff at every level.
Phase 3: connect the provinces
- SD-WAN or encrypted VPN between provincial offices, district offices and headquarters.
- Dual internet paths for offices that serve the public.
- Video conferencing that starts with audio: ceiling or table microphones sized to the room, echo-cancelling speakers, and compatibility with whichever platform the agency uses. In our experience, good audio matters more than a 4K camera.
Phase 4: building and communications
- Enterprise Wi-Fi with separate staff (WPA3-Enterprise) and guest SSIDs.
- IP-PBX between departments.
- IP CCTV, access control and time attendance for office buildings.
Procurement and handover
We write brand-neutral technical specifications (TOR) that define performance and features rather than model names. Every phase ends with handover documents in Lao: diagrams, an equipment list with serial numbers, formally handed-over credentials, and recovery procedures. When staff rotate, the systems don't turn into a black box.
